Background
The Social Security Organisation (SOCSO) was established as one of the government departments under the Ministry of Human Resources to administer, implement and enforce the Employees’ Social Security Act 1969 and the Employees’ Social Security (General) Regulations 1971. On 1 July 1985, SOCSO’s status was changed to a Statutory Body and since 1 January 1992, SOCSO has implemented its own remuneration system known as the Sistem Saraan Baru PERKESO.

 

Functions and Roles
The notion of SOCSO Social Security Protection is based on the concept of joint responsibility through the pooling of resources, sharing of risk and replacement of income. Social security protection is a basic need that must be fulfilled as agreed upon in the International Labour Organisation (ILO) Convention 1952, namely, Convention 102: Minimum Standards for Social Security. In meeting the goal, the main function of SOCSO is to provide social security protection to employees and their dependants through the Employment Injury Scheme and the Invalidity Scheme.

The Employment Injury Scheme provides protection to employees against occupational injuries including occupational diseases and commuting accidents. The Invalidity Scheme provides 24-hour protection to employees against invalidity or death due to any cause outside working hours and not related to employment. Both schemes provide cash benefits to employees and their dependants in the event of unforeseen incidents, in addition to providing medical treatment, physical rehabilitation or vocational training. SOCSO also conducts implements accident prevention activities through occupational safety and health awareness programmes among employees and employers.

Self-Employment Social Security Act 2017 (Act 789)
The Self-Employment Social Security Act 2017 (Act 789 came into force on 1 June 2017. Currently, this Act provides protection under the Self-Employed Employment Injury Scheme to self-employed taxi drivers and individuals providing similar services including e-hailing drivers such as GrabCar as well as self-employed bus drivers such as stage buses, charter buses, express buses, mini buses, employees buses, feeder buses, school buses and airport busses. The rate of contribution is 1.25% per month from the insured salary option.

 

Employment Insurance System Act 2017 (Act 800)
SOCSO reached a milestone when the Employment Insurance System Act 2017 (Act 800) was introduced and enforced from 28 December 2017 with the aim to provide protection and assist workers who have lost employment through two (2) main components namely, the Employment Insurance and Active Labour Market Policies. The Employment Insurance System (EIS) is provides protection to workers who have lost their employment through income replacement, reskilling and upskilling training to enhance their employability as well as employment services so that they can secure other suitable jobs faster.

 

Extension of Social Security Coverage Spouse
Effective from 1 July 2018, SOCSO has expanded its social security protection to cover husbands or wives working for their spouses in an enterprise under Act 4 and Act 800. With the extension of the social security protection, eligible wives or husbands who are employed by their respective spouses to work in enterprises under Act 4 and Act 800 will be protected by social security schemes under both Acts.


Foreign Workers
SOCSO has also extended its coverage for to all legal foreign workers (excluding domestic servants) in Malaysia, effective 1 January 2019, whereby they will be covered by Employment Injury (EI) Scheme under Act 4. The EI Scheme provides protection to employees against occupational accidents or diseases arising out of and in the course of his employment as well as commuting accidents.

Chronology Of Important Events

 

Year 1969

  • Employees’ Social Security Act 1969 was given The Royal Consent On 2 April 1969

Year 1971

  • The Social Security Organisation (SOCSO) was established as a Government Department under the Ministry of Labour on 1st October.
  • Implementation of the first SOCSO protection scheme in Johor Bahru on 1st October.
  • Employee with a salary of RM500 and below eligible for contribution with PERKESO in the case of employers having 5 or more employees.
  • Jackson & Masacorale become the first employer to be registered with SOCSO. Mr. Mohd Taib bin Hassan became the first employee registered by his employer with SOCSO.
  • Employers paid the employees’ monthly contribution using contribution stamps.

Year 1972

  • The Employees’ Social Security Act, 1969 was officially launched by Tun Abdul Razak, Prime Minister of Malaysia on 1st July.

Year 1973

  • On 2nd July 1973 SOCSO, in collaboration with the Postal Department of Malaysia, issued its commemorative stamp.
  • As of 31 December, the SOCSO scheme has been expanded to 19 offices throughout Peninsular Malaysia.

Year 1974

  • The Invalidity Pension was first introduced and the SOCSO protection scheme was implemented in Kuching, Sarawak and Kota Kinabalu, Sabah.

  • In 1974 the Invalidity Pension was expanded to 14 SOCSO offices nationwide including Sabah and Sarawak.

Year 1977

  • The Rehabilitation Service, which included physical and vocation training for disabled insured persons, was launched.
  • Commencement of contributions payment by cheque.

Year 1978

  • SOCSO introduced the computerised contributions system.

  • The SOCSO computer centre was officially launched in May 1978 by YB Datuk Lee San Choon, Minister of Labour and Manpower.

Year 1980

Year 1982

  • An amendment was effected to expand the application of the Act to industries, reducing the required number of employees to less than 5 persons.

Year 1983

  • SOCSO introduced the warrant system for periodic payments to recipients of Permanent Disablement Benefit, Dependant’s Benefit, Invalidity Pension and Constant-Attendance Allowance.

Year 1984

 

  • SOCSO exempted specific employees of statutory bodies and local authorities who had opted for the New Scheme or were appointed or bound under the New Scheme from SOCSO coverage.

Year 1985

  • SOCSO was made a Statutory Body with effect from 1st July.

  • Survivors’ Pension was first introduced on 1st January.

  • The Funeral Benefit was increased from RM500 to RM1,000.

  • With effect from 1st January all employees with a salary of RM1,000 and below became eligible to contribute to SOCSO, in the case of employers with 5 or more employees.

  • The minimum daily rate for Temporary and Permanent Disablement Benefits was increased from RM2.50 to RM8.00.

  • SOCSO launched its new hexagon-shaped logo which symbolized the functions of the government, employers and employees in the development of the nation.

Year 1987

  • With effect from 1st August, the SOCSO protection scheme was implemented throughout Sabah and Sarawak.
  • The minimum daily rate for Temporary Disablement Benefit, Permanent Disablement Benefit and Dependants’ Benefit was increased from RM2.50 to RM8.00.
  • Employees were given the option to take 1/5 of the periodic payment as a lump sum payment for estimates exceeding 20% in the case of permanent disablement.

  • The definition of “child” was expanded to include all categories including adopted children under the age of 21 years.

  • Conditions for dependence, in the case of widowers and parents, were liberalised in respect of eligibility for Survivors’ Pension and Dependant’s Benefits under both schemes.

  • Automatic eligibility was granted to employees who are eligible under the Act without requiring prior registration of employers.

  • The daily rate for Temporary Disablement Benefit was increased from 70% to 80%.

  • The Permanent Disablement Benefit and Dependants’ Benefit were increased from 70% to 90% of the average estimated daily wage.

  • The Invalidity Pension rate was stipulated to be between 50% to 65%.

  • Coverage of the Act was expanded to include employers having 5 or more employees regardless of salary limits. However, only employees with a salary of RM1000 and below were eligible for coverage.

 

Year 1992

  • SOCSO was removed from the New Government Remuneration System and a new SOCSO Remuneration System was introduced.
  • All employees with a salary of RM2,000 and below became eligible to contribute to SOCSO regardless of the number of employees that the employer has. Employees with a salary of more than RM2,000 were given the option to contribute.
  • Travel accident protection (accidents during the commute to and from work) was introduced on 1st January.

  • The qualifying period for Invalidity Pension and Invalidity Grant was reduced from 36 months to 24 months.

Year 1993

  • All foreign workers were excluded from coverage under the Employees’ Social Security Act with effect from 1st April.

Year 1994

  • SOCSO signed the agreement for the purchase of its Headquarters at the price of RM78 million in October.

Year 1995

  • Payment of direct contributions using EDI, computer tape and diskette was introduced.
  • SOCSO was given the recognition and award for the Best Clients’ Charter under the Statutory Bodies category by the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU).

Year 1996

  • The minimum monthly rate for Invalidity Pension and the full monthly rate for Survivors’ Pension were increased from RM171.43 to RM192.86 with effect from 1996.
  • The minimum daily rate for Temporary Disablement Benefit, Permanent Disablement Benefit and Dependants’ Benefit was increased to RM9.00.

Year 1997

  • The Education Benefit was introduced on 2nd May 1997 with an allocation of RM30 million. The programme began with 49 borrowers.

Year 1998

  • Funeral Benefit was increased to RM1,500.

Year 1999

  • Donation of haemodialysis machines to charitable organisations was introduced as one of the benefits under SOCSO protection scheme.
  • The minimum monthly rate for Invalidity Pension and full monthly rate for Survivors’ Pension were increased to RM250.

  • The minimum daily rate for Temporary Disablement Benefit, Permanent Disablement Benefit and Dependants’ Benefit was increased to RM10.00.

Year 2000

  • Dialysis treatment was introduced as one of the benefits under the SOCSO protection scheme with effect from 1st January.

Year 2001

  • SOCSO’s 30th anniversasry celebrations were held on 6th November.
  • The provision of dialysis facilities, which was previously only given to recipients of the Invalidity Pension in 1999, was further expanded to recipients of the Invalidity Grant.
  • SOCSO Office Managers were given the power to verify the eligibility of claimants and to approve and pay claims for long term benefits (lump sum).

Year 2002

  • The SOCSO Headquarters and the Kuala Lumpur State Office achieved MS ISO 9002:1994 certification for processing of claims for Temporary Disablement Benefit.
  • Meet the Clients Days were held every second Saturday of the month at all SOCSO offices including the Headquarters.

Year 2004

  • Launch of PERKESO Prihatin.
  • Launching ceremony of immediate payment for Temporary Disablement Benefit and Funeral Benefit by Datuk Wira Dr. Fong Chan Onn.
  • The Kuala Lumpur Office obtained MSO ISO 9001:2000 certification for processing of Temporary Disablement Benefit. The Negeri Sembilan State Office obtained the same for processing of Permanent Disablement Benefit.

Year 2005

  • The amendment of the Employees’ Social Security Act 1969 with effect from 01.05.2005 in respect of employee’s salary ceiling. The said salary ceiling was raised from RM2,000 to RM3,000 per month.
  • Widowers/widows receiving pension, who have remarried on or after 1st May 2005, continued to receive the said pension.

  • With effect from 1st May, widowers became eligible to receive Survivors’ Pension or Dependants’ Benefit regardless of the level of dependency.

Year 2006

  • YB Minister of Human Resources approved the adjustmet of pension payments under the Employment Injury Insurance Scheme and the Invalidity Pension Scheme with effect from 1st January 2006.
  • Implementation of compounding of offences under the Employees’ Social Security Act 1969 and the Employees’ Social Security (Compounding of Offences) Regulations 2006, with effect from 1st March 2006.

Year 2007

  • Amendments to the Employees’ Social Security (General) Regulations 1971 effective March 2007.
  • “Return To Work” Rehabilitation programme was introduced by SOCSO.
  • The “Return To Work Seminar” was officially opened at Renaissance Hotel, Kuala Lumpur.

Year 2009

  • With effect from 1st January 2009, the service charge for SOCSO education loan was reduced from 4% to 2% per annum.
  • The Meet the Clients programme on the first Thursday of each month was implemented at all SOCSO offices nationwide.
  • SOCSO shifted and began practising MS ISO 9001:2008 certification effective 15th July 2009.
  • The mySMS Aduan PERKESO 15888 hotline was officially launced by YB Datuk S. Subramaniam, Minister of Human Resources on 26th February 2009.
  • YB Datuk S. Subramaniam officiated the National “Return To Work” Seminar held at the Renaissance Hotel, Kuala Lumpur on 18th May 2009.

  • Visit by the Deputy Minister of Human Resources, YB Senator Dato’ Maznah Mazlan to Menara PERKESO on 26th May 2009.

  • SOCSO launched its “OPS KESAN” programme on 1st August 2009 with a view to tracking employers who have not registered and contributed.

  • YBhg. Datuk Abu Huraira Abu Yazid was appointed as SOCSO’s new Chairman of the Board on 1st August 2009.

Year 2010

  • On 11th February 2010, YAB Dato’ Seri Mohd Najib Tun Abd Razak launched MyCOID at PICC Putrajaya. SOCSO is one of the five agencies using its SSM number as the sole reference number at various agencies.
  • On 1st March 2010, the Minister of Human Resources launched an increase in the payments to recipient of periodical benefits, between 0.6% to 11.3%, to beneficiaries receiving pension from the year 2007 and earlier.

  • On 4th May 2010, YABhg. Datin Paduka Seri Rosmah Mansor, wife of the Prime Minister, officially opened Taska Permata in Menara PERKESO.

  • On 1st Jun 2010, Ops Kesan was launched by the Chief Executive of SOCSO at the Kajang SOCSO Office.

  • On 26th July 2010 the National Return to Work Conference was held at Sunway Pyramid Convention Centre.

Year 2011

  • Counters at the SOCSO Office in Jalan Ampang, Kuala Lumpur SOCSO Office and Selangor State Office began operating on Saturdays with effect from 8th January 2011.
  • The Chief Executive of SOCSO launched the “Ops Kesan” on 7th March at the Kuala Lumpur SOCSO Office.

  • Counters at SOCSO state offices in Johor, Pulau Pinang (Seberang Jaya), Perak, Negeri Sembilan and the Klang SOCSO Office began operating on Saturdays with effect from 14th May 2011.

  • YB Senator Dato’ Maznah Mazlan, Deputy Minister of Human Resources launched the 2011 National Safe Commuting to Work Campaign at the MAS Complex, KLIA, Sepang, on 28th June 2011.

  • The “Senyum” Campaign was launched on 30th June 2011 at Menara PERKESO by YB Senator Dato’ Maznah Mazlan, Deputy Minister of Human Resources.

  • The National Return To Work Seminar 2011 was officiated by the Minister of Human Resources on 4th July 2011 at PWTC Kuala Lumpur.

  • Opening of SOCSO one-stop counter at the Balai Raya Bandar Muadzam Shah, Pahang on the first and third Wednesdays of each month.

  • SOCSO Safety Video entitled “Dah Nak Sampai” won second place at the International Film and Multimedia Festival 2011 held in conjunction with the XIX World Congress on Safety and Health in Istanbul, Turkey on 11th-15th September 2011.

Year 2012

  • Opening ceremony of Karnival Azam Kerja Negeri Pahang, organized by the Department of Manpower (JTK), officiated by YB Dato’ Sri Hj. Ismail bin Hj. Abd Muttalib, Deputy Minister of Human Resources at Dewan Majlis Daerah Rompin on 3rd May 2015.
  • Launch of S4P – Senyum, Sapa, Salam dan Santun by YBhg. Dato’ Dr. Mohammed Azman bin Dato’ Aziz Mohammed, Chief Executive of SOCSO at Menara PERKESO on 22nd May 2015.
  • Official visit by YB Dato’ Sri Richard Riot Anak Jaem, Minister of Human Resources to the Miri SOCSO Office, Sarawak and briefing regarding the opening of SOCSO offices in Limbang and Mukah, as well as the Presentation Ceremony of SOCSO Benefit on 10th June 2015.
  • Launch of the Safe Commuting to Work Campaign 2015 by YB Dato’ Sri Richard Riot Anak Jaem, Minister of Human Resources at Malaysia Airports Holdings Berhad (MAHB) on 26th May 2015.
  • Presentation Ceremony of SOCSO Haemodialysis Machine by YB Dato’ Sri Richard Riot Anak Jaem, Minister of Human Resources at the Serian District Hospital on 13th June 2015.
  • Presentation of Benefits Cheque to the heirs of the mountain climbing victims of the Ranau Earthquake, Sabah by YB Dato’ Sri Richard Riot Anak Jaem, Minister of Human Resources on 15th June 2015.
  • Mukah SOCSO Office began its operations on 1st July 2015.
  • Visit by YB Minister of Human Resources to the SOCSO Rehabilitation Centre on 30th July 2015.
  • The 2015 Accident Prevention Seminar, held at Dewan Tun Hussein Onn, PWTC from 25th-26th August 2015, officially opened by YB Dato’ Sri Hj. Ismail bin Hj. Abd Muttalib, Deputy Minister of Human Resources.
  • Launch of the National Level SOCSO Ops Kesan at the Selangor State Office on 3rd September 2015.
  • Limbang SOCSO Office began its operations on 10th September 2015.
  • Return To Work Carnival 2014 held at KL Sentral on 6th October 2015.
  • Official opening of Mukah SOCSO Office by YB Minister of Human Resources on 9th November 2015.
  • SOCSO Run & Ride programme held at Dataran DBKL on 15th November 2015.
  • On 5th June 2015, the Employees’ Social Security (General) Regulations (Amendment) 2015 was gazetted and with effect from 15th June 2015 the last day for payment of monthly contributions shall be the 15th day of the month following the month in which the contribution becomes payable. This became applicable starting from contributions for the month of July 2015.

 

Year 2016

  • Official visit by YBhg. Dato’ Sri Adenan bin Ab. Rahman, Secretary General of the Ministry of Human Resources, to Menara PERKESO on 20th January 2016 in conjunction with his appointment which came into effect on 16th December 2015.

  • In a ceremony held on 3rd February 2016 at the Sungai Buloh Hospital, YBhg. Dato’ Dr. Mohammed Azman bin Dato’ Aziz Mohammed, Chief Executive of SOCSO presented haemodialysis machines to YBhg. Datuk Dr Khalid Ibrahim, Director of Sungai Buloh Hospital.

  • A signing ceremony was held on 1st March 2016 for the Memorandum of Understanding between SOCSO and University of Malaya, represented by its Social Security Research Centre (SSRC), to improve the implementation of social security protection concept to the group of employees experiencing injuries and diseases in the country.

  • Official opening of the Limbang SOCSO Office by YB Dato’ Sri Richard Riot Anak Jaem, Minister of Human Resources, on 19th March 2016.

  • The PERKESO Prihatin Patuh dan Lindung programme was held on 3rd April 2016 in Serian to raise awareness of the importance of safety, especially in the context of the commute to and from the work place among employers and employees. The programme was officiated by YB Dato’ Sri Richard Riot Anak Jaem, Minister of Human Resources.

  • SOCSO, in collaboration with Dewan Bandaraya Kuala Lumpur (DBKL) and the Ministry of Human Resources, held the SOCSO Run & Ride Programme and the Pre-launch of the 2016 Labour Day celebrations on 17th April 2016. The event, attended by 6,000 participants, was officially opened by YB Dato’ Sri Haji Ismail bin Haji Abd Muttalib, Deputy Minister of the Ministry of Human Resources at the Dataran DBKL.

  • The Employees’ Social Security (Amendment) Act 2016 expanded coverage of social security protection to include all employees without any salary limit in accordance with the definition of employee. The amended Act also raised the contribution ceiling from RM3,000.00 to RM4,000.00 for the purposes of contributions and payment of benefits. The amendment came into effect on 1st June 2016.

  • A session to explain the Employees’ Social Security (Amendment) Act 2016, Minimum Salary Order 2016 and the amended legislation in connection with TPPA was held on 9th May 2016 in Kuching Sarawak. The event was officially opened by YB Dato’ Sri Richard Riot Anak Jaem, Minister of Human Resources.

  • SOCSO received the 5-star Rating from MAMPU for the year 2015 - 2016, for its excellence in service delivery to the people.

  • On 25th October 2016, SOCSO held a ceremony to launch the Rebranding of SOCSO at the Main Lobby of Menara SOCSO.

  • SOCSO organised the International Forum on Disability Management (IFDM) on 22nd - 24th November 2016 at the Kuala Lumpur Convention Centre (KLCC). The event was officially opened by YAB Dato’ Seri Dr. Ahmad Zahid Hamidi, Deputy Prime Minister of Malaysia.

 

Year 2017

  • Tun Abdul Razak SOCSO Rehabilitation Centre was officially opened by YAB Prime Minister of Malaysia at the PERKESO Rehabilitation Centre on 21st April.

  • The Kota Marudu SOCSO Office, Sabah, commenced operations on 1st August.
  • The Beaufort SOCSO Office, Sabah, commenced operations on 22nd May.
  • The Self-Employment Social Security Act 2017 was approved by the Malaysian Parliament and was gazetted as Act 789 with effect from 1st June.

  • Amendment to the Funeral Benefit rate wherein the same was increased from RM1,500 to RM2,000 with effect 1st July 2016.

  • YBhg. Tan Sri Dato’ Seri Dr. Aseh bin Che Mat was appointed as the new Chairman of SOCSO with effect from 21st August.

  • The Employment Insurance System Act 2017 was approved by the Malaysian Parliament and gazetted as Act 800 with effect from 1st January 2018.
